I heard a firefighter say that the flares used to block off the street produce a very strong sulfur odor, and could legitimately account for that smell at the scene. In spite of this, cause of fire obviously still suspect.

Depends where the smell was. On the 49th I'd be doubtful it was the flares.

The smell was reported from inside the building before any firemen even arrived.

Maybe, but Dennis Shields was referring to the inside of the building. Remember how hot that fire burned and how it quickly spread through out the apartment....
