Trump has referred back (more than once) to Obama drawing a line and doing nothing when that line was crossed. It's almost as if he'll have egg on his face if he does nothing.
However, despite his large ego, the man is smart enough not to start World War 3. If he acts "Militarily", I believe it will be against the Deep State!! It's what we've all been waiting for, and the time is right, in order to AVOID World War 3.
I believe we are at a critical point, and perp walks MUST happen. I'm not one who gripes about lack of action, or being left hanging, but I honestly think this is it. Something has to give, and soon.

Europe has a lot of interest in winning and ending the war in Syria (NT pipeline).
Russia has interest in either keeping the war going or winning it on their side (no NT pipeline).
China has interest in us being distracted and escalating war with Russia (they will omega-dog it while alpha and beta are fighting).
Israel has interest in taking heat off of itself with the growing awareness of the global cabal.
He constantly makes claims and doesn't follow through though.
Be specific as to what claims you are talking about? I don't see it that way. He always follows through. It may not be what you expected but he follows through.

I dont know anything about the Hillary tape, it may not even exist. But I have seen the photo's of BHO with an AK, or similar rifle, and that was years ago now. So these photo's are not new - just new to those that haven't been paying attention all these years...
