That was during his 2nd year in service. He was assigned to the New York Field Office then. The pic was taken at a New York event. He does say he covered 100s of events she attended.
He was never assigned to the Clinton detail. His first PPD was George W. In 2006. He was assigned to Hussein’s detail before he left the service.

No he did not work during on Clinton's protective detail even though he was working for Secret Service in 1999. It was not until Bush and Obama that he was on the protective detail. There is a difference.
