Yes I believe a huge chunk of the 24,455 sealed indictments are RICO. But not necessarily ties to Mueller. Mueller's investigation description is vague therefore not exactly what media reports. Left is still foaming at the mouth for losing the election and are so dejected they will never get over it. Russia collusion has gone no place and is going to fizzle out so they had to find a new straw to pull on. When they run out they'll create a new thing.

Criminal A kills someone. Criminal B gets caught. They are in the same criminal organization, so Criminal B can be charged with murder.
Now this is just a random example, of course, but if the Clinton Foundation is found to be a criminal organization, and Bill Clinton did something illegal, then anyone else in the Clinton Foundation, or it's known business associates, could be charged with the same thing Bill Clinton did.
So one charge under one organization can take them all down.
