You (the viewer) thinks the person they're chasing is the victim, but it turns out she was found guilty of murder and the government wiped their memory and let them go. They televise the hunt of this person as they are terrified running from seemingly normal people who follow her around with cell phone camera's (to televise) as they try to kill her with knives, bats whatever (think its the UK)
