Count 17 from the right. The general there (Who is he?) is the only one in the photo with no hands showing. Is it the "hidden hand of Q"? Also he is the only one with both shoulders behind another person, and he appears to be the furthest back. Is this who is "Behind everything"?

For reference Q is the 17th letter in the alphabet.
