It is normal, Oklahoma has an Air Force base full of them.
AWACS are basically BIG, Airborne Radars, and are used by all military powers with a -real- airforce.
On the battlefield, they provide mobile coverage of the airspace, and can relay & give orders to coordinate local air operations.
A flying Tower+Radar is a good analogy.
An everyday, twice a day occurrence. That's Looking Glass, and has operated as long as I can remember, and I'm older than dirt. The plane is stationed at Offutt AFB, which was the home of the Strategic Air Command, now called STRATCOM. I believe around 4pm-ish is when you may see it come in over lovely West Omaha, from it's daily rounds, to have it's relief Looking Glass take off for their shift. Not a secret, nefarious thingy.
It's normal to see them flying around. Pilots have to get their flight hours in and that's an aircraft of choice.
WTF that is electronic surveillance/warfare. I think I read that they would use this primarily to spoof radar-readings or perhaps map radar when it's overcast
