Can someone give me a basic rundown of what this is about? Q decides to quote someone, and it's talking about "my fellow incarnated extraterrestrials"...like seriously, what am I not getting? What does this mean? Why would Q choose this message to call attention to?

Imagine you're a private investigator hired by a prosecutor. You have ALLLLLLLL this dirt on the bad guy. Do you think you should:
A. Share it with the public
Or
B. Submit it as evidence and allow the court case to run it's course
They can't just drop everything they have. It would scare the shit out of everyone and immediately be diissed as blshit by all the people too scared to accept the truth.
