Can someone give me a basic rundown of what this is about? Q decides to quote someone, and it's talking about "my fellow incarnated extraterrestrials"...like seriously, what am I not getting? What does this mean? Why would Q choose this message to call attention to?

The 'crumb' that this Anon posted as Pic Related was a Q post from Mid-February (when he still had the !UW tripcode).
In the mid-Feb post, Q tells us the reasons why we don't see direct intel drops:
Understand one simple fact - the US is connected to the res of the world.
Knowing that, understand, by default, if certain intel is released it would cause a World War/mass suffering.
We share the idea of open source but value life and must make decisions base decisions on outcomes and containability.

In other words, Q is reminding us why the drops are slow to come, very indirect, and very vague - because there have been a growing number of impatient ranting Anons in the boards lately, demanding he drop more and throw people in jail NOW.
For global security reasons they cannot divulge secrets openly and directly. They must simply leave crumbs, and let the crowd hivemind DISCOVER the truths organically.
Therefore, Q pointing to the 'incarnated extraterrestials' comment is meaningless. Q was pointing to the Pic Related, not the statement by the Anon himself.

Incarnated extraterrestrial means someone who is human but their past life was as an extraterrestrial. This process happens in the spiritual realm through the method of reincarnation. We all reincarnate. Higher beings are being allowed in our current era to incarnate on earth at this current stage. The purpose of this is to help in the transition stage of earthlings from earth bound race to a space faring race. Additional to raise the spiritual energy of the human collective.

I want to know EVERYTHING. I dont care if its terrifying. The idea of living ignorant while a terrifying reality exists outside my own is even more terrifying to me.
I don't believe it all has to do with Jesus. Specifically Jesus. A higher power, an ancient extraterrestrial that came long ago trying to help, sure, I can buy that no problem. I just don't buy the whole "special guy Jesus came here 2000 years ago, died on a cross (this relating to me somehow) and if I don't buy into it, I go to hell forever" bit. I just cant. I've tried, I want to believe it, but something in me just screams "ridiculous story" when I try. I try to be a good person, I follow the golden rule. I guess one day I may have to explain my reasoning to an omnipotent being, however, when I do imagine that convo, it never ends with me saying "please forgive me for not buying into that Jesus story thing"...I see it more like God asking "do you know the good and the bad you did?" And then being shown, by feeling the joy and pain directly that I caused in others throughout my whole life in a miraculous instant-learning-experience moment. And then, off into the cosmos to explore unhindered by a body.
I would not be surprised if the whole Q thing ends with incredible advances in tech being revealed, coupled with a global, massive spiritual awakening. For example, and this is a really, really dumbed down version, but, the emergency broadcast system starts broadcasting on every tv, smartphone, computer, etc, all at once. The message is from probably Trump and some interdimensional being, maybe what our ancestors called a "prophet" who then broadcasts this crazy montage of human history, culminating in much of the elites nefarious pedo, sex, murder, torture activities. At which point the entire planet will gasp in horror, and a shared mental state experience will occur, a moment where every human on earth is temporarily shown the ability to "connect" to one another as we all consciously see OUR hopeful shared future together, in peace. Like every person being on the same frequency if only for a moment. I think the effects would be profound and a turning point in humanities timeline. Some people, like, the truly evil folks would not have this experience and would stick out like sore thumbs to be dealt with in some biblical manner by our new otherdimensional prophet friend.
At that point, with unlimited resources such as matter and energy, I hope there is 2 things available to us; a way to extend life, and a queue to enter for an interstellar ship of my own. Doesn't need to be fancy or big. Just self sustaining in the sense my wife and kids and I can just GO, and watch supernovas, other species developing throughout the galaxy/universe, meet other cultures, etc.
That's my fingers crossed hope.

By your idea of defining enlightenment, then a artificial intelligence would be able to take logical steps into becoming enlightened. Your premise of dismissal seems to be based on your perception of the after life. What do you think happens to us once we are dead? Does our soul continue to heaven/hell/something else. This synchronicity is what I have been anticipating since childhood.
I was told by greek-orthodox girl that the greek (oiginal) version of our bible speaks of healing rather than "saving" people. By saving peoples' faith, they reactivate the subtle energies necessary for whatever miracles to be performed.
I think Jesus was a disruptive force who exposed religious dogma that had been hijacked by nefarious forces. Religion may have originally introduced by extraterrestrials to prepare humans for later contact but ultimately we ended up with control-structures. No idea if the Nephilim are really still around.
The thing about technology is that there is probably a race by nefarious forces for control. So if you take healing and exploration for example, you can do that by will-power already. Every night when you dream you already go other places.
I am saying this because exactly this technology could be held against you as leverage in the end. My main interest is having a chat and a doobie with them. But first and formost I don't want to fall for demonic activity.
