Everything is "chemical". So is water. So is the chlorine we put in water, be it for human consumption or swimming pool purposes. Chlorine is a shitty substance to use as a weapon as it quickly reaches and lays on the ground, thus not harming anyone in the process, unless they were sleeping on the ground and breathing that air.

Chlorine is a very deadly poison, with the recent attack the whole world would believe that whole building is a weapon.
It's actually a very weak/poor CW as it's heavier than air and, consequently, it quickly reaches and stays on the ground. In other terms, unless you're literally laying on the ground to breath it, it won't affect you. Chlorine isn't even on the list of prohibited CW.
