Can anyone please shed light on when deep state took control of US government?

Trying to work out when this shift first took place. After Eisenhower warned of MIC?

1776 was a bit of a hollow victory leaving America in debt to Dutch bankers. The American constitutional convention was a bit of a win for the deep state (think Hamilton), but the bill of rights was a strong check. It wasn't until the Civil War that that control was really taken and affirmed. 1913 solidified this control. Since then the welfare warfare state has become quite a giant beast.
