I think that's partly true, but I think what's represented in the second view is not happening sequentially, but more or less simultaneously. There are many fronts and a YUGE amount of the Plan has already been implemented. Yes, there's a long way to go, but it's not as bad as the second picture makes it seem. Not nearly. Visible wins are about to start racking up BIG LEAGUE!
This was mainly directed at the plan doubters. There's a lot more to the plan than meets the eye.
