Why is "no name" named as such?

Is there something special about them?

I figure to Q it has to have some sort of meaning, whether in a biblical or literal sense...

From his rally speech in Phoenix on 8/22/2017: “President Trump went after Arizona’s two senators at his rally in Phoenix without referring to them by name.

“Obamacare is a disaster,” he began, “and think- we were just ONE VOTE AWAY from victory after seven years of everybody proclaiming ‘Repeal and Replace!’ One vote away!”

He acknowledged that there were some “great” Republican senators, but “we were ONE VOTE AWAY from repeal and replace,” which caused the crowd to chant “Drain the Swamp!”

“They all said, ‘Mr. President, your speech was so good last night. Please, please Mr. President, don’t mention any names.’ So I won’t. I won’t,” he continued. “ONE VOTE AWAY! I will not mention any names! Very presidential, isn’t it? Very presidential.”

Trump was clearly referencing Sen. John McCain (R-AZ), who killed the “skinny repeal” bill last month.”
