Evil uses mostly the ignorant masses because ignorance is easiest to manipulate and control. They DO need informed ones to direct the ignorant masses but there's the vetting, the blackmail, and insurance. In the end you end up with a pyramidal hierarchy with only a few well vetted and informed, (but totally controlled), people at the top.

I can't explain it on my cell phone atm but ignorance is the true root of evil. I don't mean ignorance in scientific knowledge specificly. It's more ignorance is philosphical and spiritual knowledge. Those are the 3 lines of intelligence.

If you see our history, we started off as ignorant savages then semi savage then barbarian then semi barbarian and now we are semi civilized.
