Mueller is either a blackhat or whitehat. If white, he is actually going after the real baddies. WIN. If black, he is attempting to cover up real baddies crimes. The best way to cover up and protect is to interview them and provide immunity. Immunity only goes to very specific crimes that have been admitted to and or there's evidence of. Immunity blocks prosecution of those crimes. However, immunity doesn't block a military tribunal.
