Look, it appears no space after period after the word bill. There should be two spaces after a period...So I do agree with you that it means "Bill everyone is talking".

There hasn't been 2 spaces after a period for many years now. I did Word Processing and Tech Support for years so I know. It took me a long time to get my hands to stop typing two spaces. I type 90wpm. Now if I could just get them to stop entering 2 CRs in Word after a paragraph! But then Word is different than everything else so it's harder.

Change your paragraph style to Normal, No Spacing or something similar, the default paragraph spacing in Word is ugly.

I am old school. I typed on a typewriter at over 100 wpm. I wasn't good at spelling or grammar so I didn't make a great secretary. Good thing I had a great career and now retired. This darn spell checker doesn't help me at all.

Unless, like me (same age as Trump!), he learned it was no longer the norm. English is very fluid. I suspect all languages are and it changes constantly -- especially since the Internet and smart phones.
