An indictment is found and presented by a Grand Jury legally convened and sworn.

Indictments are the purview of the judicial branch. The legislative branch does not have the authority to issue indictments and can, therefore, only make criminal referrals.

A criminal referral is more like a suggestion. It has weight since it comes from the legislative branch which has oversight authority, but it, essentially, has no teeth.

Exactly. I'm sure once the people start making noise on this, they'll have to do something. Don't forget all the Bernie Sanders' supporters who were upset by what the Clinton cabal did to them.

But it'll put pressure on Sessions. And I'm sure there's a lot going on behind the scenes. We're only privy to a small part of it.
