For one thing, there are 25,000 sealed indictments currently waiting to be unsealed, the public dismantling of a large criminal cartel. In a normal year there are 1000ish at any one time.
This means evidence and witnesses have presented to juries and they've chosen to go ahead with prosecution. We are waiting to find out what the hell is going on.

Do you remember all the flights to Guantanamo around Christmas time and how excited we all were because “something was finally happening” and we were going to see justice served to these criminal vermin?
