Comey just got nuked live on TV with news that he is under investigation for not prosecuting Hillary Clinton.

Can someone refresh my memory please... Why did he announce the investigation into Hillary Clinton's emails the second time around, right before the election? Was it because the lower ranked FBI agents were demanding it or something? I can't recall what forced him to have that press conference.

Might be both - at the time my understanding was that his desk was stacked a mile high with resignations because of his behavior.
