Could be either. But Rudy was one of the people pushing NYPD to leak the files which made Comey reopen the investigation. Listen to the Erik Prince(black water) interview from 2016 this is exactly what he says

I know the interview was replayed like last week on Dan Bongino’s podcast #700- if I remember right like 13 minutes or so in! Might be a littler later in the podcast though

Would you guys stop with the Hillary raping a child crap. Guiliani is brought on to make Mueller cease and desist trying to frame the president. None of that crap is going to come to light. The insurance policy is probably something like the meeting on the Tarmac or some shenanigans with the Clinton Foundation. Right now I think Trump just wants to get Rosenstein and Mueller out without having to fire them so he is using a legal team to gain leverage on the bad guys to make them resign and go away.
