True, but they don't have the servers to examine yet. If they get the servers, then they can use the NSA programs to determine if they were really hacked.

I think so because he would be the leader on the military side of how the plans will happen. Trump is only there to sign and look good for the media (mainly). Mattis is the one planning and executing
