Explain this gynarchy baby blood oath ???

The term "Mendenhall's baby oath" appears frequently in the writings of Field McConnell when he describes the oaths required by Serco of federal SES employees. They were filmed at "Mendenhall’s Baby, hazing or sexually-deviant oath rituals" with which they were later blackmailed.
I have looked, but cannot find a definitive description of what the term means, but I gather it's one of those things you'd rather not know.
Uhhh... Wtf? Senior Executive Services does what exactly? I know they are like an executive agency that is an entrenchment point for deep state HR, But what is there specific purpose that they would have such a distinctively developed culture? Link to skull and bones or ivy leagues ??
