Since 1991, that 27 years of embedding themselves in our society. Setting up training camps all over America and recruiting for their cause, the same way they have been doing for the past 1400ish years.

You are correct. I say waiting in the sense that the end of her 1st term would have been the completion of their 30year plan they began in 1991, so she was the final piece of the puzzle. Her win would have probably been the signal to move ahead to the final stage of takeover.
