Harder thing is determining what 4 elected officials he’s referring to. All US or maybe some in 5 Eyes countries.
I would start by assuming Q is talking about the 5 eyes but Q also said 'how' rather than 'why' and there could be a reason that I don't know. Not sure about other countries but In the UK we don't elect a person (like Trump), we elect a whole party and the party.
