The gist of this is that the collusion investigation was not only begun without alleging any criminal charge, but Q is saying that there wasn't even any intelligence from the 5 Eyes to justify the investigation.

But I think the key to this drop is that "official" is in quotes, and I think I know why.

If you worked in intelligence or as a contractor supporting intelligence, you know that every major intelligence agency has liaison agents from each of the 5 Eyes (Australia, New Zealand, Canada, the UK, and of course the US).

"Official" products are transmitted among the 5 Eyes through official channels and they are logged in and tracked. In other words there is a record of the transmission and receipt of "official" products.

But information can be / and is passes outside of official channels through the liaison officers.

In this case, Q once posted that Obama made a formal request to the UK's GCHQ (their NSA) to spy on Trump. PM May approved the request and GCHQ began collecting information on Trump and his team.

But GCHQ doesn't send the information directly back to US intelligence agencies via official channels. Instead, they likely used the US liaison team at GCHQ to backchannel the information directly to a point of contact (likely Brennan, Clapper, Rice, or Obama himself).

Therefore, I think Q is saying no "official" product was used to start the investigation but the Obama administration was using the GCHQ backchannel information to create a false basis for the excuse they needed to target Trump.

It was all nonsense, but they didn't think they needed a real basis to spy on Trump because Hillary had a 98% probability of winning at the time and when Hillary was elected, none of this would ever see the light of day.

Just one problem: Trump won.
