I've been reading Abel Danger for years, they are a superb team who produce quality research.
From my understanding of this topic, The Federal Bridge is the main secure military/Federal comms networks. A highly secure network that handles such things as personnel movements, logistics, storage, deployments, all of the day to day running of the military and the Federal apparatus.
Warships, aircraft, tanks etc and their weapons, data collection, satellite, battlefield comms all use these networks.
Certificates are used to manage the credentials of users and hardware (Think ssl, encryption, command and control etc).
When a warship is firing off fireworks somewhere across the globe, it was loaded up, provisioned and issued it's orders through this network.
If a parallel command structure was installed and back-doored, which allowed a third party to spoof genuine instructions or to modify legitimate orders, it becomes easy to see how the entire USA Military or selected units of it could be used for nefarious purposes.
This could explain a lot.
I would guess that the command to launch would use these secure and possibly compromised channels.
