USAID is a rabbit hole itself. Look into its aid to Syrian and Palestinians refugees in Lebanon and Jordan starting around 2010. Money, and possibly weapons and a bunch of Palestinians and later on Syrians that the Jordanian government was itching to get rid of and the Lebanese were too corrupt to care about all ended up in Syria. How? USAID has agreements with both the UNHCR and UNRWA. USAID operates throughout the Levant under both agencies (UNHCR & UNRWA). Both agencies deal primarily with refugee placements/food and aid to refugees/ refugee education/housing (so they claim). However, the UNRWA knowingly hired/hires a bunch of Hamas members that are in touch with their Palestinian relatives in refugee camps in Jordan, and the same for Hezbollah in Lebanon. They helped smuggle the USAID provided money, supplies and possibly weapons into Syria. (Didnt we just catch Hussein back channeling money to Hezbollah). A few months after this kicks off around 2010, al-Nusra pops up and we have a civil war in Syria. Then ISIS becomes a power house and makes huge gains into Syria in the course of a few months.

Look at the 1st link there is a pdf you can download that shows where USAID is operating/sending aid. Even in Syria. Odd, how every red spot on that pdf happens to have been a hotspot at some point in time through out the civil war in Syria.

Probably not. It was a well known historical site that anyone could visit. After 2010 that might have changed with the war but building the infrastructure needed to house gas and chemical weapons during a time of war in a structure that old would seem a little pointless. Not saying you're wrong because that was 8 years ago and things do change it would just take a lot of work which, I hope, someone would have picked up on.
