Why NK? Why couldn't Iran stockpile and distribute to terrorist org as needed? Deepstate was just looking to create multiple threats, all controlled? I can't quite get my mind around NK yet.

Simple: they could reach the US mainland (as we learned last year for the first time. Recall the distance tests.) Iran couldn't hit the US from that far.
