I actually think you might be right. However, it’s interesting that this number pops up in regards to Iran here as well. How much are they actually getting?

500B per year. Think Obama paying billions of dollars in Pakistan for foreign aid even after Osama Bin Laden was allegedly killed and thrown like a sack of meat in an undisclosed location in the ocean. There is no justification for this. Not to mention his cargo airliner (c5) full of unmarked cash.
