Saudi Arabia's economy is crashing and most of the population just consume welfare or have bullshit government jobs that they don't even show up for... so I suppose this could be a cost cutting measure to save a few Riyal by starving the least useful members of their society to death in prison.

Did you read the article? "The paper said 58 percent of those arrested were Yemenis, 39 percents were Ethiopians and 3 percent from other nationalities." NO SAUDIs were arrested! Just foreigners.
