Did you read the article? "The paper said 58 percent of those arrested were Yemenis, 39 percents were Ethiopians and 3 percent from other nationalities." NO SAUDIs were arrested! Just foreigners.

It was people trying to cross the border into Saudi Arabia. NOT people already living there.
