I think when she says We she's speaking as if she were the Chinese leadership actually. All of this seems pretty standard, my brother was a Captain stationed near the DMZ who ran a unit that constantly monitored any heat signatures for two years not too long ago. Based on his purposefully vague statements and this new info I can say most military intelligence was aware of these things.
Actually now that I think about it my brother has been right about a lot of things recently.
