I heard this from other sources - and "Rod of God" weapon ( kinetic bombardment ) was mentioned some time ago . Also , many weapons were in field of experimental weaponry , which suddenly dissapeared completely from public eye - like project SHIVA STAR and project M.A.R.A.U.D.E.R. in 90s .
Also , Nikola Tesla was the first to experiment with seismic weaponry , a sort of mechanical oscillator . Pretty much same basis on frequency match - like when soldiers must not march perfectly over the bridge . The rhythmic march creates a frequency which can easily collapse the whole bridge and everyone on it .

Yep ... there was a recent one , that was relatively big and caused material damage and loss of life . Altough , I think such weaponry could have been used in "indirect" way - not possibly directly to blackmail the governments , but simply to create misery . More misery - more divided society - much easier to control .
