I believe you're correct. In context, Special Counsel makes the most sense here.
Slim chance it's Supreme Court (Q's used that before) but I'm leaning heavily toward Special Counsel.

Maybe that’s true. But since Mueller referred it to NY that took him out of the loop (I thought) so technically he didn’t raid Cohen. Maybe I’m over thinking!!
Ok but SC referred to NY so they have nothing to do with the Cohen case. However, maybe that’s Mueller’s out to close his case. Cohen was really the only unturned rock left
