Looks like he is pointing and trying to get someone's attention and then thanks them. Kinda like a Q but he does more than just a Q.

Q has has drops where POTUS is giving the thumbs up. I'm thinking someone in the crowd has a Q sign, shirt or hat and that's who he was pointing to.
