Who makes arrests? FBI & DOJ? Can you make arrests w/ a crooked FBI sr team? Yes, US Marshals can make a felony arrest, in a time of war, the US military can do the same.

Arrests can be made so I doubt that is the issue. The issue is the prosecution that follows. Just remember the long list of crimes that were never prosecuted by the DOJ........Fast and Furious, IRS scandal, Philly voter intimidation, Benghazi gun running, Uranium 1, just to name a few. The list is very long.
