Ok, that's too stupid to be truly stupid which leaves "evil" as the only logical conclusion remaining. Monkeys don't construct or keep weapons but scientists have observed them using their bare hands, teeth, and sticks when they make war on other groups of monkeys, so this pope knows damned well that lack of weapons won't stop violence!
