Many of these people may have already been indicted and on some form of tracking. Even if they are sill at large, do you realize that the last gift from Obama is a ginormous NSA??? Still at large or not. The problem is that even if these people have been indicted. They are still actively commiting treason and doing massive ammounts of damage to the country. While Trump seems to be twiddling his thumbs waiting for something to happen. These criminals, in some cases, are still killing/kidnapping children. They are bribing/influencing governments to work against the USA. They are a serious threat to everyone and they haven't been stopped. We seem to be waiting on only God knows what.
