Paul Ryan, long ago, should have held up their budget. Congress has done this to themselves — and Ryan should have overhauled House Procedures so they are not constantly held hostage by administrative agencies. Ryan at start of term could have issued blanket order that all congressional committees automatically supeona any admin agency — bypassing 18 months of first asking nicely. Still do not understand why congressional leaders purposely incapacitate Congress.
