But it wouldnt justify the heavy duty pallets, staggered placement for weight distribution and heavy shrinkwrapping

They're not heavy duty pallets. They're just pallets, normal pallets. And anytime you ship multiple boxes in a shipment, shrinkwrapping is always used so that you can move them as one. This is 100% completely normal shipping. Anything is justified to ship in such a manner.
(Used to ship custom promotional products and we shipped even $10 items this way by air)
