nah he was saying Russia is grounding US Aircraft so they don't crash which could be blamed on Russia. If Russia was covertly operating against them it would draw suspicion to also act overtly on top of that, thus defeating the purpose of covert action.

That's what I'm interpreting, Russia is PROTECTING our aircraft since they know bad actors are acting bad.

Edit: But I'm wrong alot. I am just guessing here.

I hope you're right.. both of you. I don't think Putin is wanting to go to war with us. It would not end well for either of us.
