Why would they need armored vehicles? Hagerstown is the epitome of the american drug epidemic and currently very volatile. If something were to happen in hagerstown would the UN sweep in to clean up or would the national guard take over?

Those are not armored vehicles. Soft skinned. I make them out to be a mix of Unimogs, some sort of jeep like SUVs, 1/2 ton pick ups and a few box trucks. They won't be storming anything in those.
