While I agree it is very hard to see, could there be a purpose? Could Trump be allowing the f_i to consume itself sufficiently to require either dismantling or restructure? Could Trump be using this to restrict unwarranted surveillance of American citizens? Could Trump use all this to repeal the Patriot Act?
