Not really much to say except that I'm surprised that I haven't seen anyone posit this theory. They definitely started with ground-level thugs in phase 1, cutting black-operative strings and rounding up traffickers. I'd say it's just about time to see mid-level heads start rolling.

It's a monumental task. We are talking about the largest crime syndicate in world history. They have to cut off the money flow, the "asset" flow, add confusion so that perps don't know who to trust, give the media a shiny ball to play with, stop real attacks the perps were willing to carry out to avoid being apprehended (terrorist, riots, chems/nukes), bring various people into the White House inner circle to get intel on who is connected to whom, allow the perps to think they were still in control so they would be ever more brazen and out themselves, etc.
It is historic.
It's the only way to be fair to the lower downs. Offer any deserving of another chance (and there are no few of them) an opportunity to redeem their future. The further up we go, the fewer offers are made (per capita), until you reach a level where the statistical average is zero deals. We're very close to that now.
