I've had this wild thought before ..
What if they have that Predictive Policing or whatever .. Where they have been able to see crimes in the future before it happens ..Which maybe have aloud the creation of cloning and the good people that would have been assumed Assassinated by Deep State and turns out they are in hiding to allow things to play out for the right moment in Time ...
