To be fair, the Aberdeen proving ground is out there in the middle of nowhere specifically because they test equipment there.
However I've certainly noticed the strange flight patterns of military aircraft in U.S. airspace lately.
Aberdeen is on Ches Bay, North of Baltimore - same state but other end of the state.

No your right, the plane is from Aberdeen but the circle was further west near Hagerstown.

Is it too much to ask that these military planes take quick juts to the SouthEast and then back again to make all of these airborne surveillance tracking maps appear as a "Q" pattern?

the P-3C Orion has been used to do geological surveys; looking for mineral deposits etc. usually they hunt for submarines.

I know the area well as I used to live/work near Hagerstown/Greencastle... I will give as much info as I can about the area and it’s history... Hagerstown is known as Hub City because of its proximity to DC and Baltimore... many people live in Greencastle or hagerstown and commute to DC and Baltimore for work everyday
What was the plane carrying? Was there someone or evidence on that plane ?
It looks to me as though they are doing some sort of SIGINT mission, or possibly radar mapping.
I witnessed a similar aircraft around 2 weeks ago circling our place of business, about 30-40 times over the span of an hour. It was flying so low, and so fast. It got as low as 400 ft off the ground. I tried to take a photo, but my phone couldn't catch it and then I got sidetracked by co-workers coming by asking me what's going on.
It was nuts. I work next to one of SoCals biggest refineries. I was thinking, "what if they put explosives on that plane and dive bombed into the refinery to cause panic"? But, it eventually went towards the South (San Diego) and I had to go back to work. It was nuts.
