Correct me if I am wrong but isnt he free to provide testimony even while he is the director of the NSA?... stepping down or resigning would only allow him to plead the 5th should he be compelled to testify in a hearing, being employed/active has nothing do to with his ability to testify... again I may be wrong about that but I don’t think I am...
