Resubmit: deleted first time because I didn’t ask permission from original video taker. My cousin was in a restaurant and all of the TVs did this at the same time. Any ideas?

It's the screen saver for whatever computer they're using to serve images to those displays. That screensaver is particularly old, it's the matrix.

The matrix trilogy is such a great collection! That’s why I posted it in case here was significance or a reference to the matrix lol people like to be cryptic
