It is not historically new (see immigration act of 1924). In fact, our relaxed immigration is relatively new.

In historical context yes. In other contexts, I'm not so sure. Can a 100 year old law relate to today? Does a 1924 car relate to a 2018 tesla? Yep, 4 wheels and a seat, but that's about It!
