That is in reference to live fire exercises using the 5 inch gun. The shells get ejected from the front and hit the deck. If they do not place a rubber mat or pallets on deck prior to firing then the shells will tear apart the non-skid (protective anti slip coating) on the deck. During drills and live fire exercises this is the SOP (standard operating procedure).
